If the subscriber (user) indicated an incorrect subscriber number of the called subscriber device, then the subscriber is charged a fee in the amount of the cost of the duration of the established telephone connection at the tariff in force for this order. Long-distance and international telephone communications

Since 2006, in accordance with the regulatory legal acts that have come into force, the rules for the provision of intrazonal, intercity and international communication services by telecom operators to users have changed.

In 2006, the Company stopped providing long-distance and international communication services to users, since in accordance with the new rules, these services in the Russian Federation are provided only by operators licensed to provide long-distance and international telephone communications. Since 2006, the Company, on the basis of an appropriate license, has been providing users with intrazonal telephone communication services.

Intrazone telephone communication

Intrazonal telephone services include providing users with:

telephone connections between users connected to the fixed telephone network within the territory of a constituent entity of the Russian Federation,

telephone connections between users connected to the fixed telephone network and users connected to the mobile network, when the subscriber numbers of the calling and called subscriber and (or) user are included in the numbering resource, respectively, of geographically defined and geographically non-defined numbering zones assigned to one and the same subject of the Russian Federation.

Since January 1, 2006, by order of the Federal Tariff Service of Russia dated December 20, 2005 No. 733-s/7, the Company has established maximum tariffs for intrazonal communication services provided to subscribers of the fixed telephone network. The Company has established tariffs for intrazonal communication services in the range of 2.25 rubles. up to 9 rubles, depending on tariff zones. In addition, tariffs are differentiated by time of day and day of the week using reduction factors of up to 0.7.

Tariffs for intra-zonal telephone connections tend to gradually decrease and equalize across zones

Federal Law No. 32-FZ of March 3, 2006 “On Amendments to Article 54 of the Federal Law “On Communications” canceled the fee for incoming call to any phone. The bill came into force on July 1, 2006.

Order of the Federal Tariff Service of Russia dated June 19, 2006 No. 123-s/1 established maximum tariffs for intra-zonal connections between subscribers and subscribers of mobile radiotelephone network operators in the amount of 1.5 rubles.

Connections from fixed telephone network subscribers to mobile radiotelephone network subscribers are charged as intrazonal telephone connections.

Until July 1, 2006, these intrazonal telephone services were charged as local telephone connections, depending on the payment system chosen by the subscriber (subscriber - no additional fee; time-based - 0.17 per minute).

In 2005, income from the provision of intrazonal telephone connections to users was not segregated, since the Company approved tariffs for the provision of long-distance telephone services without allocating the tariff for intrazonal telephone services. Thus, data on income for 2006 and 2005 for intrazonal, long-distance and international communication services cannot be comparable due to new regulations that entered into force in 2006 regulating the provision of these services, as well as the differentiation of licenses received between the Company and long-distance and international operators. communications.

Services accompanying the provision of long-distance and international communication services by long-distance and international communication operators

In 2006, the Company began to act as an agent for international and long-distance telephone operators to provide these services to subscribers. In this regard, the Company entered into agreements with OJSC Rostelecom and OJSC MTT, according to which it provides them with services accompanying the provision of long-distance and international communication services, namely:

services for processing a subscriber’s order when providing him with access to long-distance and international communication services using an immediate and customized service system,

billing processing services for long-distance and international communication services,

services for the preparation, generation and storage of necessary documents and reporting forms,

agency services for collection of payments from subscribers and information and reference services on behalf and at the expense of long-distance and international communication operators,

conducting claim activities, delivery of documents.

Due to the intentions of long-distance and international communication operators to organize direct servicing of settlements with subscribers, these revenues will decrease in subsequent periods.

Connection and traffic transmission services

In 2006, the Company provided connection services and traffic transmission services to telecom operators in accordance with Decree of the Government of the Russian Federation dated March 28, 2005 No. 161 “On approval of the Rules for connecting telecommunication networks and their interaction.”

By order of the Federal Service for Supervision in the Sphere of Communications dated October 24, 2006. No. 40 The Company is included in the register of operators occupying a significant position in the public communications network, therefore the Company’s prices for connection services and traffic transmission services are subject to state regulation.

At the beginning of 2006, these prices had not been approved; as a result, the Federal Service for Supervision of Communications allowed the Company to independently set prices. Prices for connection services and traffic transmission services were approved by the Company's order No. 41 dated February 15, 2006 and were applied when renewing connection and interaction agreements with telecom operators until July 1, 2006.

Connection services

Since July 1, 2006, by Order of the Federal Service for Supervision of Communications dated June 19, 2006 No. 51, the Company has established maximum prices for connection services, including maximum prices for organizing a connection point and maximum prices for servicing an connection point. The Company has set prices for connection services at the maximum level of marginal prices.

The company's income from the provision of connection services in 2006 amounted to 353,949 thousand rubles. (2005 – 150,882 thousand rubles), including:

in terms of payments for organizing a connection point - 26,228 thousand rubles. (2005 – 150,882 thousand rubles),

in terms of payments for servicing the connection point - 327,721 thousand rubles (2005 - 0 thousand rubles).

In 2005, in accordance with the Resolution of October 17, 1997 N1331 “On approval of the basic provisions for mutual settlements between operators of telecommunication networks forming a public telecommunication network for the resources provided and participation in the transfer of the load of these networks,” the Company received income from providing access to the network public telecommunications. The indicated payments in 2005 are similar to the payments in 2006 for organizing a connection point.

In 2005, income received in part monthly payments for servicing the connection point as part of the income from providing access to the public telecommunication network was not provided for by current legislation .

Traffic transmission services

Traffic transmission services collectively mean:

local and zonal call initiation services from the Company's network,

local and zonal call initiation services from the connected operator’s network,

local and zonal call termination services to the Company's network;

local and zonal call termination services to the connected operator's network;

local and zonal call transit services.

Since July 1, 2006, by Order of the Federal Service for Supervision of Communications dated June 19, 2006 No. 51, the Company has established maximum prices for services for traffic transmission in the public telephone network. The Company has set prices for zone initiation and zone termination services at the maximum level of marginal prices. Prices for local termination/initiation services are set at an average level.

Decree of the Government of the Russian Federation of October 19, 2005 No. 627 “On state regulation of prices for connection services and traffic transmission services provided by operators occupying a significant position in the public communications network” to operators for the period until January 1, 2008 to the price of local services and zonal initiation of a call aimed at establishing an intrazonal, intercity and international telephone connection, a compensation premium is established. In 2006, the Company's income from the provision of traffic transmission services is formed in the amount of:

payments by OJSC Rostelecom and other long-distance/international communication operators:

for services of zonal call initiation from the Company’s network (payments include a compensation premium),

for zone call initiation services from the network of affiliated operators,

for zonal call termination services to the Company’s network and to the networks of affiliated operators;

payments from operators connected to the Company’s network at the local and zonal levels for call termination services;

payments from data network operators for call initiation services.

In 2005, the Company's income from the provision of traffic transmission services had a different structure. The Company received income for passing traffic through its intrazonal network (termination from the network of OJSC Rostelecom) and for providing technical means and facilities from operators whose networks are connected to the Company’s network at the local and zonal levels.

The Company's income from the provision of services for traffic transmission in 2006 amounted to 3,362,920 thousand rubles, of which the amounts received from the compensation allowance amounted to 514,170 thousand rubles. (2005 - 2,022,618 thousand rubles, no compensation supplement was applied).

From February 1, 2007, by Order of the Federal Tariff Service of Russia dated November 17, 2006 No. 279-s/3, the amount of the compensation premium is reduced to the level of 0.50 rubles. per minute, which will lead to a decrease in 2007 revenues from the provision of call initiation services.

Universal communication services

In the period from January to May 2006, the Company won four competitions for the right to provide universal communication services using a payphone in the Siberian Federal District (Ust-Orda Buryat Autonomous District, Republic of Buryatia, Aginsky Buryat Autonomous District, Chita Region, Irkutsk Region, Krasnoyarsk Territory, Taimyr Autonomous Okrug, Altai Territory, Republic of Gorny Altai, Republic of Khakassia, Tomsk, Omsk, Novosibirsk and Kemerovo regions). As a result, 53 contracts were concluded for the installation of 10,345 universal payphones. Since August 2006, the Company began providing universal services.

As part of increasing the efficiency of its activities, the Company adopted the Personnel Optimization Program, approved by the Management Board of the Company. The program provides for a gradual reduction in the number of employees in the period from 2006 to 2008.

The procedure for interaction and settlements between the Company and affiliated operators is determined by the Federal Law “On Communications”, as well as resolutions of the Government of the Russian Federation dated March 28, 2005 No. 161 and dated October 19, 2005 No. 627.

Payment for the above services is carried out in accordance with the prices determined by the terms of agreements between the parties.

The Company's expenses for payment for traffic transmission services in 2006 amounted to 747,837 thousand rubles. (in 2005 – 115,868 thousand rubles).

In 2005, the Company provided long-distance and international communication services and made payments to affiliated operators for their participation in the technological process of providing intra-zonal, intercity and international communication services to users of these operators. Settlements with connected operators were made as a percentage of the amounts of income received by the Company from the provision of intra-zonal, long-distance and international communication services to users of connected operators.

In 2006, the Company does not provide long-distance and international communication services. Settlements with connected operators, depending on the level of connection (local or zonal), are made for local or zonal initiation or termination of a call at the price per 1 minute established by the connected operator, and the price of the connected operator should not be higher than the Company’s price for a similar communication service.

The Company's expenses for payment for connection services provided to other operators in 2006 amounted to 25,763 thousand rubles. (2005 - 0 thousand rubles).

In addition to the above, the costs of paying for the services of telecom operators include the costs of roaming services, rental of channels, provision of access to Internet resources, transmission of data network traffic and telegraph network. The procedure for interaction between the Company and operators providing these services did not change in 2006 compared to 2005. Expenses for payment for such services amounted to 879,462 thousand rubles in 2006. (2005 – 541,779 thousand rubles). The increase in expenses in 2006 is associated with an increase in the volume of services.

Expenses for services of OJSC Rostelecom

Until January 1, 2006, the Company provided users with long-distance and international communication services and incurred expenses for paying for services from OJSC Rostelecom for transmitting long-distance and international traffic through the network of OJSC Rostelecom to another region of Russia or to another country. At the same time, the price of Rostelecom OJSC service included a component for termination of outgoing traffic initiated from the Company’s network to the networks of other operators, which was then paid by Rostelecom OJSC to these operators. In 2005, the Company's expenses for payment for these services of OJSC Rostelecom amounted to 2,397,579 thousand rubles.

Since 2006, the Company has not provided users with long-distance and international communication services; as a result, the Company’s cost structure does not include payments to OJSC Rostelecom for passing through its network of long-distance and international traffic initiated from the Company’s network.

In 2006, the Company pays OJSC Rostelecom for long-distance call termination services on the networks of other telecom operators, if the call is initiated from a mobile radiotelephone network and passes through the Company's network.

The Company's expenses for paying for services provided by OJSC Rostelecom in 2006 amounted to 102,720 thousand rubles, of which connection services amounted to 36,167 thousand rubles.
