Cause and effect

Dynamic business growth has made factors that make it difficult to effectively manage fixed assets more visible. In particular, the Central Office lacked operational reliable data on the technical condition, maintenance costs, fuel consumption, actual use and location of fixed assets. The need for construction machinery and mechanisms was identified immediately before the start of work. The lack of a unified automated system for managing maintenance, repairs and operation led to long periods of approval of requests for operations with fixed assets, which, in turn, caused a decrease in the efficiency of equipment use. In addition, an automated system was needed in order to increase the level of justification for investments in construction machinery and mechanisms, and to analyze the feasibility of leasing equipment.

In September 2011, the company formulated the goals and objectives of automating all maintenance and repair business processes. According to them, the automated control system should provide the Central Office of JSC RZDstroy with a tool for monitoring and motivating personnel to more intensively use their own fleet of construction machines and mechanisms, and perform a larger volume of work on their own. It was necessary to ensure the validity of investments in the acquisition of equipment, its rental and MRO (maintenance and repair) work. It was also necessary to introduce a system of object-by-object cost accounting for maintenance, operation, and MRO in order to more effectively manage the cost of ownership of fixed assets.

Choice

The choice of IBS as a partner for the development and implementation of the system was made due to the unique expertise possessed by the IBS team. IBS specialists have an extensive portfolio of projects in the field of automation of fixed asset management processes and were able to offer the customer a full range of services, including certification of fixed assets, regulation of key operations and processes.

The IBM Maximo solution with the Transportation functional module, which IBS specialists implemented for the first time in Russia, was chosen as a platform for creating an automated maintenance and management system.

To implement the project, an automation strategy and work program have been developed. The contractor's team regulated the management of maintenance, repair and operation of fixed assets: construction machinery and mechanisms, production equipment, power equipment, transport, small-scale mechanization, real estate in the form of land, buildings and structures.

Project

After the successful implementation of the automated maintenance and repair system in the pilot trust, in April 2012 the system began to be replicated to all divisions of JSC RZDstroy. As a result, the automated system covered the Central Office of JSC RZDstroy in Moscow, 19 construction and installation trusts, as well as 70 construction and installation trains (which are structural divisions of the trusts) operating throughout the country.

The introduction of an automated maintenance and control system made it possible to conduct an in-depth analysis of the structure and condition of fixed assets, which made it possible to formulate a more justified investment program. Control and transparency of MRO costs ensured both a reduction in unreasonable costs and an increase in the operational readiness of fixed assets. The result of implementation is an increase in the efficiency of distribution of equipment between construction sites, structural divisions, trusts, an increase in the intensity of use of equipment, and, consequently, an increase in the volume of construction and installation work performed.

- Nikolai Fedorovich, please outline the essence of the project in a popular way.

All activities of any station can be divided into two parts - operation (delivery of commercial products in the form of electricity and heat) and the processes that ensure it. In terms of operation, TGK-1 has long been implementing automated process control systems (APCS), but in terms of managing supporting processes, there was nothing like this in the Russian energy industry before MAXIMO. Purely physically, MAXIMO is a database management system, of which there are about 300. For example, the equipment database, which includes all the “nuts and bolts”, contains myriads of units, the spare parts database - hundreds of thousands, the personnel base (both our own and contractors) - tens of thousands…

The advantage of the system is that all heterogeneous information about an asset, for example, about a specific pump, is brought together and adapted for perception. MAXIMO monitors the condition of this pump or any other unit throughout its entire life cycle - from the beginning of design to scrapping. And it is impossible to delete information from the system. She remembers all the actions related to the asset - how long the unit worked and in what modes, how many times it stopped and how many starts were made, who, when and what repair work was carried out. It allows you to determine whether it requires replacement or service life extension. Or identify the cause of the defect - that first domino that fell, causing a chain reaction...

The most interested link in the implementation of MAXIMO is the operational shift staff. It used to be like this: you make an entry in the defect log, and the defect hangs for a month, two, six months... For example, as soon as there was a leak, it remained so. People gave up.

“Why should I write in a magazine in vain?” - they reasoned. And in MAXIMO, any entry, any fixation of a defect triggers a standard process: try not to respond within the established time limit - immediately a red line appears on the computer screen with an alarm entry “time violated” and does not disappear anywhere.

The lower management level “suffered the most” from this. Previously, its representatives often reasoned like this: I fixed the defect, and they will get around to it in the summer... Maybe. And now, whether you like it or not, you will have to take some action. The shift receives a quick response to its comments. This encourages the operational staff.

Another reality

In order for the system to work effectively, do employees need to enter all their actions into the computer?

Yes. But the system does not at all contradict the current work of the staff. Today we have about 40 documents on shift that accompany operational (and other) activities. On the shift manager’s desk there should be an operational log, a defect log, a work log, a log of local and a log of dispatch requests and much more... But if all these documents are maintained electronically within the framework of MAXIMO, the efficiency of work will only increase, and the number waste paper will be reduced sharply. At the first stage of operating MAXIMO, we clearly understood: our employees can and want to work with such a system. The load on them has increased slightly. They do everything the same, but just in a different INFORMATION ENVIRONMENT. It would seem a small nuance, but extremely important.

- Is MAXIMO at Pravoberezhnaya CHPP different from its Finnish counterparts?

Such a system as we have built does not yet exist in Finland itself. The Finns offered us their most advanced ideas. So, compared to our system, the Finnish analogues, paradoxically, are somewhat outdated.

SAP and MAXIMO are not competitors

- When will the system be fully implemented at Pravoberezhnaya CHPP?

In about a year. Although, as we know, there are no limits to perfection. MAXIMO allows you to do a lot. But do we need everything? The system has about 120 modules. We use about 30, and in the future we will use about 50. That is, less than half of the system’s capabilities. Whether it is worth developing full functionality is a big question. For example, if SUPIZ is currently working, there is no need to replace it. It is better to connect to it and use its capabilities. Fortunately, MAXIMO is an open source system and can be integrated with anything, unlike, for example, the German SAP, which needs to be reprogrammed for every movement. MAXIMO is an advanced WEB technology, all work is done on central servers. End users do not have client software, they only need a communication channel to the central server and a shortcut with its address. And given the geography of TGC-1 facilities, try using other technologies to switch to new version systems.

-How do you think these two systems could ideally be combined in TGK-1?

Movement of physical components - MAXIMO, movement of financial flows - SAP. Warehouses - MAXIMO, orders, purchases - SAP. It’s not SAP’s job to tinker with nuts, bolts, and hardware.
